''It is difficult to conceive of any strategy short of routine immunization of children or adolescents that could bring about control of hepatitis B infection in the United States,'' said Dr. Mark A. Kane, an expert in the epidemiology of hepatitis at the Centers for Disease Control in Atlanta. Although no licensed vaccine exists for hepatitis A, scientists have begun testing experimental vaccines against this form of viral hepatitis. Even if these experimental vaccines prove safe, they will have to pass trials to test their effectiveness, and such products are still years away. Dr. Kane said that adding hepatitis B vaccine to standard infant immunization programs and giving booster shots later, if needed, ''holds the best promise for long-term control of hepatitis B in the United States.'' But such a practice would not lead to measurable disease reduction for two decades.

The ticks are usually found in the brush and woods, but they have also been found on suburban lawns. Dr. Willy Burgdorfer, who discovered the Lyme spirochete at the Public Health Service's Rocky Mountain Laboratory in Hamilton, Mont., said, ''We know nothing about how long the spirochete is present in the bloodstream, and that problem has to be addressed.''
